The bill also eliminates the requirement that the Arizona Department of Economic Security adopt rules imposing more frequent drug testing if the conviction occurred within 24 months of an application for benefits. Oppose is the Limited Government Position as this measure decreases incentives for individuals to become self-sufficient and overcome addiction, which oftentimes leads to intergenerational poverty. Instead of increasing welfare eligibility, lawmakers should work to reduce government barriers to employment and help empower the private sector to care for individuals who are in need.

Discouraging Self-Sufficiency by Decreasing the Requirements Individuals Convicted of Felony Drug Offenses Must Meet to Receive SNAP Benefits.

This bill requires legislative approval for any agency rule that is estimated to increase regulatory costs by more than $500,000 within 5 years, or "have an adverse impact on economic growth" of more than $500,000 within 5 years. Finally, employers are required to report previous employees for actions, such as refusing to return to work or failing to appear for a scheduled interview.
