Promoting Lower Energy Costs by Allowing Member-Owned Utility Companies to Increase Investment in Gas Affiliates.

This bill provides a slight temporary reduction in the base payroll tax businesses must pay to fund the state unemployment system. This bill protects owners of manufactured homes and mobile homes who replace an existing home with a new one by prohibiting local governments from imposing new zoning ordinances or regulations that did not apply to the previous home or property. Finally, in cases of offenses such as family violence, child abuse, or where the state seeks an enhanced sentence for a hate crime, the bill allows consideration of evidence of a defendant's prior commission of certain offenses.
