This bill prohibits setting up a tent, tarp, or similar structure on a public street, highway, sidewalk, or other right-of-way. This bill is in response to the increase in homeless encampments on public property in areas such as Phoenix, where around 1,000 homeless people camped in an area known as "The Zone," which stretched 15 blocks.
